Governance and Policies
The entries on this page are provided by the national government. It contains three main parts:
- A list of policy documents
Generally, these are PDF documents, Microsoft Word documents or links to an external web page. If you want to read a specific document, click on its link - the document will open in a new window. From there, you may save it to disk, print it or email it to someone else.
- A National Health Research System diagram/map
This diagram provides a visual overview of the relationships between the various health research bodies in the country. It is an image (JPEG, BMP, GIF, etc.) and can be converted into PDF form to be downloaded for further study. If you have been assigned to create such a map and need guidance, may we suggest that you use the one provided by Senegal for inspiration. We can also provide technical assistance if required.
- A National Health Research System brief
This section generally describes the history of health research in the country, along with its governance, structures, organisation and management. We encourage the inclusion of sources for further study.
How to add a document or external link
You can only add information to these pages if you are logged in as a registered government member.
To add a new document to the list:
- Click on the Governance and Policies link on your country's main page. This will display a list of currently available documents and links.
- Click on the Edit tab. This will display the list of documents in a tabular form, without the summary.
- Click on the Add a new policy and governance document link. This will display a short form.

To add a link to an external web site:
- Make sure that the Link option is selected.
- Enter the title and description of the link. These will be displayed on the Governance and Policies page, so you should bear in mind the sort of terms that someone might look for when trying to find this link.
- Enter the link to the web site. This should be in the form: http://www.yoursitename.ext
- Click the Submit button.

To add a document to the HRWeb database:
- Make sure that the Document option is selected.
- Enter the title and description of the document. We recommend that you include the year of publication in the description field. These will be displayed on the Governance and Policies page, so you should bear in mind the sort of terms that someone might look for when trying to find this document.
- Click on the Choose file button. Navigate to the file that you want to upload and click Save, Choose or OK, depending upon your computer's operating system.
Note:
The maximum filesize that we can accept is 6Mb.
We can only accept PDF, DOC, EXL and TXT files.
- Click the Submit button. Wait while your document is uploaded to the HRWeb database. The time that this will take depends on the speed of your connection and the size of the file concerned - do not click your browser's Refresh button while it is being uploaded!
How to delete a document or link
- Click on the Governance and Policies link on your country's main page. This will display a list of documents and links.
- Click on the Edit tab. This will display the list of documents and links, without the summary.
- Click on the [minus icon] to the right of the document or link to be removed.
Note: this occurs immediately - there is no confirmation!
However, if you make a mistake, do not worry - the information is not lost and you can undo the removal by using the History tab. [We will add a section about the History tab later.]
How to change a document or link

How to add/replace an NHRS map
- The procedure for uploading a new image map or replacing an existing image map is the same:
- Click on the Governance and Policies link on your country's main page. This will display a list of documents and links.
- Click on the NHRS map tab.
- Click on the Edit tab. This will display the details of the current image, if one exists.

Click on Upload an image. This will display a simple option to select the image file that you want to upload. Note:
- The maximum image size that we an accept for the NHRS map is 960 by 720 pixels.
- The maximum file size that we can accept for the NHRS map is 1024Kb.
- Click on the Choose file button. Navigate to the file that you want to upload and click Save, Choose or OK, depending upon your computer's operating system.
- Click on the Update this image button. Wait while your document is uploaded to the HRWeb database. The time that this will take depends on the speed of your connection and the size of the file concerned - do not click your browser's Refresh button while it is being uploaded!
How to add/modify the NHRS brief
- The procedure for creating the NHRS brief or updating an existing brief is the same:
- Click on the Governance and Policies link on your country's main page. This will display a list of documents and links.
- Click on the NHRS brief tab. This will display the current brief, if it exists. If no brief exists, a standard description will be displayed instead. This is to ensure that the page isn't blank, and to provide guidance in creating your own document.
- Click on the Edit tab. This will display an editor containing either the existing brief or a blank page. The editor functions in a manner very similar to Microsoft Word. If you need more details about how to use the editor, please see the editor manual.
- When you have finished, click on the Save page button.
Note: you may click on the Show preview button at any time to see how your document will look on screen.
National Priorities for Health Research
The entries on this page are provided by the national government. It contains:
- A list of documents
Generally, these are PDF documents, Microsoft Word documents or links to an external web page. If you want to read a specific document, click on its link - the document will open in a new window. From there, you may save it to disk, print it or email it to someone else.
- Links to external web pages
- A summary list that can be used for further analysis. This is also used to create the dropdown list on the Health Research Project submission form.
How to add an entry
You can only add information to these pages if you are logged in as a registered government member. There are two ways of adding information to this page:
- To add summary information, use the Manage national health research priorities option on your My Profile page.
- To add documents or links, use the Edit tab on the National Priorities for Health Research page.
Both these procedures are described in more detail below.
How to add summary information
- Go to your My Profile page.
- Click on the Manage national health research priorities link.
- Select your country from the dropdown list on the next screen.
- Click on the Add a new national priorities agenda link. A small form will be displayed.

Enter the title of the agenda and its priority. Then:
- If you want to add another priority item to the same agenda, click on the Add priority button. Enter the priority description. Repeat this step as often as needed. We recommend that you condense it to 10 to 15 max.
- If you have finished adding information here, click on the Save button. Your agenda will be added to the list and will also be available on the National Priorities page for your country.
How to change or remove summary information
- Go to your My Profile page.
- Click on the Manage national health research priorities link.
- Select your country from the dropdown list on the next screen. The current list of national priorities is displayed.
- To delete an entire agenda and all its priorities, click on the [minus icon].
Note: this occurs immediately - there is no confirmation!
However, if you make a mistake, do not worry - the information is not lost and you can undo the removal by using the History tab. [We will add a section about the History tab later.]

To change an item or remove a priority from an agenda, click on the [other icon] alongside the item to be changed. A small form will be displayed containing the details of the selected item. You can then:
- Change the title(s) of the agenda and/or its priorities as required.
- If you want to add another priority item to the same agenda, click on the Add priority button. Enter the priority description. Repeat this step as often as needed.
- If you want to remove a priority from an agenda, click on the Remove button alongside the priority concerned.
- Once you have finished adding information here, click on the Save button. The list and the National Priorities page will be updated accordingly.
How to add a document or link
- Click on the National Priorities for Health Research link on your country's main page. This will display a list of documents and links, and then the summary of research priorities.
- Click on the Edit tab. This will display the list of documents and links, without the summary.
- Click on the Add a new national priorities document link. This will display a short form.

To add a link to an external web site:

Key Institutions/Network (Information is being updated)
The entries on this page are provided by the institutions themselves.
If you click on an institution's link, their web page will open in a new window. You will therefore remain connected to HRWeb.
To see more details about an institution (address, contact details, summary of activities etc), click on the magnifying glass icon at the right of the window. Institutions are listed in alphabetical order.
How to add an entry
You can only add information to these pages if you are logged in as a registered institutional member.
Ethics Review of Health Research
The entries on this page are provided by the Ethics Committee itself or a member who is associated with the committee.
These pages are in preparation. We expect that on 14 September 2009 we will have the basic layout on line and core information entered.
We are in the process of listing information on health research ethics review systems, policies and procedures, capacities and capacity building efforts in this country. The basic information provided at this time concentrates on Africa, is derived from the information of the surveys of the African Aids Vaccine Programme (AAVP). The African component of this project is a joint effort between COHRED and the University of KwaZulu-Natal in South Africa, and is sponsored by the European and Developing Countries Clinical Trials Partnership (www.edctp.org).
These pages are soon to become interactive. Each page will have the following sections:
We are in the process of listing information on health research ethics review systems, policies and procedures, capacities and capacity building efforts in this country. The basic information provided at this time concentrates on Africa, is derived from the information of the surveys of the African Aids Vaccine Programme (AAVP). - listing and contact information of active research ethics committees (RECs) or institutional review board (IRBs);
- documentation relevant to ethical review of research;
- a 'map' of ethics review committees; and
- a narrative page dealing with ethics review – one that is open to any user to comment, discuss or provide ideas.
We strongly encourage RECs/IRBs to already collect this information so that your administrator can enter it as soon as possible !
In the near future, these pages will provide information on capacity building efforts in research ethics review in this country. An extension to include drug regulatory mechanisms (authorities, regulations) is foreseen as well.

How to add a financing and partnership document
- Select the country that will be the recipient of the financing.
- Click on the Research Financing and Partnerships link on the country's main page. This will display a summary of current projects.
- Click on the Edit tab. All the current financing and partnership documents will be displayed.
Health Research Projects and Publications (Information is being updated)
This page is used to find research projects and publications of interest. The information is provided by the various research institutions themselves.
How to add an entry
You can only add information to these pages if you are logged in as a registered government, research institution or donor member.
To add information about your research project:

Click on the Submission form tab. A new window will open containing the Health Research Project submission form. Notes:
- The form is in five sections. To move between the sections, click on the appropriate tab.
- If a section is incomplete, the system will display a warning.
- You may save the form at any time and return to it later for completion.

Fill in all sections of the form completely - sections 1 and 2 are obligatory, the other three are optional.

Section 1: Project information

Notes:
- The project title will be used "as is" within the list of projects.
- The project abstract should be taken from the abstract proposal or ethical summary that was initially approved.
- The list of participating countries should only include those whose residents are the subject of the study. Do not include a country if, for example, its participation is limited to providing funding or personnel.
- If the study is a clinical trial, you will be asked for the registration number. This is not currently obligatory.

- The institution URL is the one for the principal investigator's institution.
- Use numbers only in the funding allocations field. The currency is specified in a separate dropdown list.
- To add details of a second (or subsequent) granting institution, click on the [plus icon]. This will add a duplicate set of fields. If you did not intend to add another institution, click on Delete this institution at the right of the window.
- To add details of a second (or subsequent) grant receiving institution, click on the [plus icon]. This will add a duplicate subset of the fields. If you did not intend to add another institution, click on Delete this institution at the right of the window.

Section 4: Project outputs

- You can include multiple outputs. Each selected output added displays a text box so that you can include the relevant details.
- Select the output from the dropdown list. Click the Add button.
- Enter a description of the output.
- For books and periodicals, you should include the ISBN number (if known), the year of publication, the authors and other pertinent details.
- Include the patent registration number, country and year it was granted along with other pertinent details.
- Repeat the preceding two steps for each output type.
