Governments or government institutions can use HRWeb to help create and manage their research systems – and get quick and reliable 'near real-time' tables and graphs it can use to monitor, evaluate and communicate. HRWeb also allows governments to showcase their countries' research outputs and capacities, and it provides an easy channel to disseminate research policies, priorities and requests for support.

Governments can also use the information provided by others to consider, for example, how well donors align their support with national priorities; which institutions are most productive; how well this country does in comparison with neighbours, and much more.
 
Many countries do not have a national (health) research information system – or have one that is difficult to operate. With HRWeb, countries have access to a free* research management platform that is continuously updated and improved.
 
Even if countries do have an existing research information system, however, HRWeb may still be an option: using HRWeb creates compatibility with other countries – allowing you to make rapid comparisons – and gives you the functionality that is not found elsewhere – such as linkage between research production, policies and ethics reviews, for example.
 
Governments have privileged access to two sections of HRWeb: 1) the 'governance and policies' section and 2) the listing of national health research priorities. We consider ministries of health or of science & technology to be the rightful 'owners' of this information. Nevertheless, any HRWeb user can comment on any of the information provided by governments through the discussion functions.
 
To ability of governments to upload and change pages in these two sections is activated once the relevant ministry has an agreement with HRWeb.
